Literally the same answer could be given for rayquaza. The interviewer had to ask about water types.
"Why isn't Rayquaza fire type" "Because we wanted it to be a powerful dragon type rather than a fire type!"
That is a far cry from saying "water type was considered or even remotely thought of"

Fact: lugia should be psychic/water, and not flying.
Lugia does not have wings, despite what the reddit says. lugia just has very large hands, I don't know how anyone thought they were wings. Lugia flies with its psychic ability, and flaps its hands for fun. you cannot prove me wrong.

It should be Flying/Water.

Flying is its element, Water is its habitat-mastery. Just like Ho-ohs element is Fire and Flying is its habitat-mastery.

Your suggestion means it now doesn't even get STAB on its own signature move Aeroblast.
