I think you mean learnset, since movepool is EVERYTHING a pokemon can possibly learn, even TMs and egg moves. Learnset is specifically the moves it learns by level up. This varies from pokemon to pokemon, and some have a diverse learnset and others don't. What they learn by TMs also varies, and I don't think there is a correlation. It IS random and arbitrary, though.

Game Freak doesn't care about movepools, they just give Pokemon whatever makes sense for them to be able to learn

I.E Quadrupeds having shit movepools because they have no arms

It felt very rewarding in Gen V when tms became multi use after all the years of panicking which mon to spend my earthquake tm on, or having buy a bunch of coins everytime I wanted to teach something flamethrower.

lumineon still cant learn quiver dance

TMs are a great way of giving Pokemon extra moves, especially if they are given a good move like Earthquake early on

Yooure thinking of pokemon like Klinklang with no egg group.

I curse the world because some of my favorites like Electrode have no egg moves to learn, limiting them to the shittiest moves imaginable. Literally all Electrode has is Electric moves and flash canon.
