Technician is for Pokemon based on things with high tactile precision. Cats, mantises, mimes, painters (smeargle), musicians (kricketune), dancers (roserade), groomers (cinccino), etc. Sceptile is just a pointy lizard. Learn thematics before you get into theorycrafting.
