RBY is basically the same way though. Trainer levels plateau for half of the game once you hit Celadon, and most of them are still unevolved. I don't get why people act like this a solely a Johto problem.

Because red is crazy high level so it has the arguement has some base to it. But then it got to the point of saying they had to grind alot when they got to clair. Pathetic isn't it?

Because the 7th gym leader is level 31, and all the trainers you're forced to fight are Team Rocket grunts.
There are two Team Rocket sequences one after the other. Mahogany Town and then right into the Radio Tower.
It fucking sucks, stop deflecting.

Jhoto has a much lower level floor and you go from your team being 4+ levels higher than the gyms to the very low 40s by the end of Victory Road. Grinding level 20-something Tentacruels outside of Goldenrod at the end game looks much worse than slogging through mid-40s Onyxs, Machokes, and Golbats right before the E4. Also GSC has no trainers in VR itself.

Everyone with a functional brain and rational thought would admit that it's shit. That said, it's amazing for the hardware they had to work with. Iwata did a great job doing what he could to get it onto the cart. It's just a shame that some memorable locations were lost in the process, but HGSS fixed that.

Gen II's Kanto was terrible, they did fix some of the problems in HG/SS, but they could have done more (I think they could have added the abandoned Rocket Hideout, Pokémon Tower and the ruins of Pokémon Mansion).
