Most Pokemon have stats that reflect when/where they can be found or caught in the games. Early route Pokemon will tend to have cruddy stats. It's a(n) (J)RPG thing where stronger, higher-level monsters only start to appear as you progress or level up. With Pokemon, the only difference is said monsters can be collected and trained. Unfortunately, not much can be done to change this unless the franchise receives a massive gameplay overhaul.

You can always have ways to buff early game shitmons in ways that are only available late/post game, so they can still play their roles in singleplayer while not being worthless in PvP. Super powerful egg moves, heart scale moves, hidden abilities, level 90 moves, megas, custom OP z move, etc.

i have a question. i wanted to create a firered hack with most of the scrapped gsc beta mons. i didnt want to include Borygon though, as i consider him to be the same as Porygon 2 and Porygon2 will be included. Would you still like to see Borygon as a split evo off Porygon?
