Yeah if that Garchomp got loose in the gen1 anime people would be rushing to catch it and the moral would be more about understanding why it's hurt rather than understanding that there's a time to act.

Nah man. Garchomp's in the same class as Tyranitar, a creature that's described as tearing down entire mountains as part of its child rearing strategy. Having just one thing on that level running loose in a populated area should rightly be considered an emergency.

Jessie, James, and Meowth are Agents, which is a rank above Grunt, their rank is the same as Butch & Cassidy

This is proven in the SS Anne episode (EP15), where the Grunts take orders from JJM

Seems like as it stands Kanto trainers are rowdy, there's probably more episodes defending against dangerously aggressive civilians than there are defending against dangerous pokemon in gen 1

Bullshit. Did you see that episode of the League where Team Rocket tried to steal the Olympic fire? It was a packed stadium full of some of the strongest trainers in Kanto, and Ash was the only doing anything.
