It's awful recovery is what needs improvement. Liquid Ooze is great and Rain Dish works decently on rain teams.

Levitate would be great since it resists fighting, the other type dominated by physical moves. Electric and psychic moves are mostly run as coverage, which is absorbed by tentacruel's special bulk.
Rain Dish and Liquid Ooze are situational. Levitate always works.

I feel levitate would work better on Toxapex because it has the reliable recovery that Tentacruel lacks. I just like Liquid Ooze because it puts pressure on anything that relies on leech seed like Ferrothorn and Celesteela.

Gengar having Levitate but gaining Shadow Tag on Mega Evo would be an interesting trade off. You gain the ability to trap someone but are now weak to Ground Type moves
