For as long as watchog is in battle, its speed stat acts as the upper limit for all pokemon, including allies. So all pokémon that are faster than watchog will have their speed cut.

For example, say in a doble battle you have a level 100 watchog with no speed investment, so its effective speed stat is 159; any pokémon with an effective speed above that (be it by investment, scarf, chlorophyll/swiftswim/sandrush/speedboost or agility/autotomize) will have their speed lowered and locked to 159 for as long as watchog is in the field. Under trick room, the speed of all pokemon slower than watchog is raised instead. As soon as watchog dies or switches out, everybody's speed returns to normal.

This allows watchog to do impressive stuff like speedtie with ninjask, nullify scarfers and weather sweepers, or fuck with trick room cores for as long as it stays alive. Dunno I just wanted to make a speed control ability as bizarre as possible and give it to watchog.

Greatly reduces the power of moves of the same type as the opponent.

Basically, every STAB attacking move from the opponent becomes a 60BP with 10% chance of lowering the respective Defense stat.
Charizard tries to use Fire Blast. Fire Blasts turns into a special 60BP fire move with a 10% chance of lowering SpD. Things like Serene Grace, Sheer Force, Adaptability and Technician are applied to this new move and Mold Breakers are immune to this ability. Broken?
