They can make exceptions to certain items just like they can with HMs in the older games. Gamefreak is incompetent.

Im not looking at a 3ds right now, but l want to get into the virtual console and sun/moon games.

Whats the deal with the pokebank though? Do you pay for it? Are they stringent with what gets through? Do they have arbitrary rules like "no level 69 mewtwos in a game that only had it at level 70 and up"

I dont get it.

Yes. But you won't be bothered by these rules as long as you transfer legit mons.
