You can't change law on a whim. To me, that just says you have no law and just made up rules on the spot. Yes, such a thing is possible, but it's one of the things that people hated about totalitarian rulers. You might say it's different since anyone can determine what this law is. No, that's still a problem since you don't have a definition. It's why anarchy can't work, you end up with too many contradictions.
