Now that Eevee gets a fire move. Which Eeveelution would benefit the most from the coverage? Implying the move has decent bp of course.

None of them, because the move is exclusive to the Starter Eevee who can't evolve, and most likely won't be transferable like with Spiky-Eared Pichu and Cosplay Pikachu, same applying to Starter Pikachu.

I know Gamefreak is stupid but not that stupid. They can't market a certain Pokémon as a starter and then forget about it next gen.

They can, because LGPE pikachu and eevee have special moves and stats solely so they aren't dead weight. And the aesthetic parts are very obviously for use within those games only.
Moreover, it would be stupid to have so many features tied to a specific pokémon and then allowing the player to get permanently rid of said pokémon.

People who played the demo allegedly stated that the wild Pikachu and Eevee have the same stat boosts and wild Eevees had double kick. I think Pikachu will only learn these moves as a starter but I have a feeling Eeveelutions are getting an all around buff.

Double kick is not that weird, they already did stuff like giving charmander iron claw. But these super-special moves seem to be there specifically to market the mascots. Although they COULD be just as lazy with it as they were with stats and give it to everyone, opening up interesting options for gen 8.
