If you gave an event Pikachu Raichu's BST (with either Raichu or Alolan Raichu's spread), would it be competitive with Light Ball?

Team Rocket accidentally kidnapped Tierno's Raichu instead of Ash's Pikachu in one episode and when Raichu shocked them, they complained that it was weaker than Pikachu.

I don't think Pikachu NEEDS to be competitive. Eviolite shouldn't be a held item and should be integrated differently so NFEs can get the boost but still have item utility, but Pikachu's fine with light ball.
Now, plain ass Raichu? Plain ass Raichu needs some love. Give the fucker Surf at least.

Yes please don't bring up Surge because the whole point of that episode was that Raichu is flatly more powerful than Pikachu. Surge only lost because he focused only on his Raichu's power.

It would be solidly OU. Electric is a good defensive type, so it can actually take a hit or two. With 570+ special attack and 400+ attack, it can wreck havoc with Thunderbolt and Extreme Speed.

OP is saying give Pikachu Raichu's stats with a Light Ball. 60/55/80 is not great, but the good defensive type plays up the special bulk. You could switch into a resisted hit or a neutral special and then immediately pressure.
