It's okay.
If you run into another Pokemon by accident, you could just run away and then go chase your shiny.
I think I can get behind the game being forgiving in this way. I bet the shiny charm will be in the game once you finish the dex.

The shiny rate is way too high. Serebii said he found a shiny in his first encounter during the demo. Loads of others have also found shinies.
