Targetted Pokemon lose 1/12th HP if there are 5 Pokemon in Pokeballs in the opposing party, 1/10th for 4, 1/8th for 3, 1/6th for 2, and 1/4th for 1. This attack cannot reduce a target's HP to 0. Has no effect on the foe's Electric or Ground-type Pokemon.

The user drops a massive bolt of lighting on the target. The target can be itself. At the end of the turn, the target's Attack, Sp. Attack, and Speed are increased by 2 stages each. If the target is immune to the attack, their stats are still raised.
If the attack misses, the failure message is instead "It seemingly had no effect..." The target's stats are still raised if the user was not itself.
Basically rolls QD and Thunder into one moveslot. Basically you gamble with this move. You can QD and hope the foe doesn't kill you on the same turn, or you can go for a KO but if you get outpredicted then you lose.
