It's neat when Veteran or Gentleman trainers have legendaries because at least you could believe they've battled and been around the block long enough in their lives to get their hands on something like an Entei or Regirock.
Though you only see trainers with legends in post-game facilities so what does it even matter?

I think that in games, to have legendary pokémon, except those that have importance in the story like Zekrom or Latias, is game mechanics or isn't canon.

Oh yeah, apparently, Giratina canonically was never captured because there was a Pokemon Daisuki Club Mystery Segments thing in 2017 where a group of explorers went to Spear Pillar and one of them apparently saw Giratina's shadow for a split-second.
