Every saga gets consistently lower ratings than the previous regardless if some are better than others. The point is Hoenn aired 16 years ago, the anime itself was still tremendously popular in the early 2000's and came directly after the initial fad cooled down.
The anime took a hit in the U.S. once the 4kids voice actors were dropped in mid-Battle frontier, but it and DP still did fairly well. In Japan they did very well
