Rowlet could jump straight to Decidueye by spending less than 5 episodes as a Dartix much like Charizard spent less than 5 as a Charmeleon, and now that Eevee's on the scene Rowlet being held back by "b-but it needs to stay unevolved to sell merch" might not be as much of a priority, especially when TPC's cramming stores full of Gen 1 Merch almost exclusively at this moment. Plus, they've still yet to showcase Sinister Arrow Raid and Hau doesn't have a Z-Ring (yet), but honestly considering they skipped out on some of the UBs while they were slogging through the UB Arc only to abruptly conclude it with Necrozma, I don't think the writers give much a shit anymore about showing everything Alola has to offer, especially now that LGPE's on the horizon and we're getting crammed full of promotions for that instead.
Torracat could evolve on a whim without much holding it back aside from needing to conclude its rivalry with Kukui's Incineroar first, and Incineroar in general managed to become one of the faces of Gen 7 VGC since they basically made the fucker to function astonishingly well in doubles.
Or, more likely, neither will evolve and remain just as they are so Pikachu and Eevee can take the front seats as the literal box mascots of LGPE, thus making them more relevant and marketable.
