Maybe:
Rock Smash didn't exist in Gen 1 so except for Rock Tunnel we didn't use it at all, even its gimmick - encountering Pokemon. Let's use it much enough but in one place for more comfort, also we could hide there rare Gen 2 Pokemon like Magcargo.

it's hard to say, I can kind of understand if they wanted it to feel like it actually takes work for your poke to get through that shit.. but at the same time, the animation and the cut-in wasn't implemented that well and isn't engaging at all (+slow).
What if everytime you went to cut/rock smash/etc it would display a small "minigame" window where you have to press A at a right time, done correctly the animation would be faster and if you would just spam A/not pay attention it would take the normal time. #spitballing

I usually farm them for items in later games anyways, so this doesn't really matter to me, but if I remember correctly, you could get geodudes from rock smash in gen 3, so what's the problem with free encounters?

Also, wasn't that area optional?

World building, and it's way better than having a single shitty skinny tree, with a little imagination so many rocks look actually difficult to get past to.
They almost never pull this shit and you don't really need to go there that much so it's fine in my book.
