Back then the only noteable thing about Eevee (besides its multiple evolution gimmick) was that your rival uses it in Yellow.

This. They only recently started to really really push Eevee. It was always popular but not iconic status. Charizard is probably the answer.

Because Cute Pokemon are always more marketable and easy to sell than Cool Pokemon like Charizard, but you'll see Charizard be much more popular among boys and anyone past the age of 8.
Not only that, Eevee has the whole advantage of "I have eight different evolutions that are all just as marketable as me if not more" that make people especially adore the little fucker.

i think we'd get the truest answer here by asking people who aren't pokemon fans. a lot of random old people could name pikachu but i doubt if any of them would name anything from post-pokemania. i asked my grandma and my older sister out of curiosity and they named jigglypuff and eevee, respectively.

She definitely saw me watching the anime, but probably didn't care enough to pay attention to what was going on, and when the movies came out I was old enough to not need parents coming along, so I think it just passed her by.

It's Meowth or Jigglypuff. Probably Meowth. Charizard may be photodistinctive but her name is notfun or easy to remember and nobody knows anything about her except it's a pokemon. Jiggly got his own smash slot before smash was hot garbage and didn't have to share it, plus he's the world famous singing pokemon. Meowth was the talking pokemon with more personality than our heroes combined, and in a fair world he'd be the unofficial series mascot.
