It still technically is but with GF dedicating their resources to LGPE and "Town" it's likely gen 8 will be even worse than gen 7. And that's just without taking their laziness into account.

Why are people saying this looks worse than LGPE? LGPE is literally less animated than PS1 games. Town doesn't look that good for a Switch game either but at least it looks like they might have actually attempted something.

Why would there even be a Gen 8. Think about it, 3ds is pretty much dead, there is no reason to make another pokemon game for it. And for the switch, they are trying to push LGPE as a soft-reboot. If you ask me, there is no gen 8 game in development. Best case scenario they release Pokemon Stars as sequel to USUM or something.
