Is there any legit way to catch this?

Outside of the 8F glitch (questionable legitimacy and a ton of work) and finding a copy of Emerald with an unused old sea map, I don’t think you can.

Way easier way to get it gen 1
Just find an Abra before Cereal City, catch it, walk in front of the virgin in the grass, press start before he tries battling you, teleport, go only battle the rich kid with a slowpoke, teleport again, walk on nuggit bridge and press a when start menu pops up and there’s alevel 7 mew.

Although I think the eshop doesn't work anymore on the Wii so you have to buy a used one that has it already installed.
And filling it up with 999 mons takes for fucking ever. Back then I actually had to ask a few friends if they could deposit some of their shitmons in my ranch.

There are a few ways to get one and transfer to gen 7.

Most recent were two that were given away to owners of the Pokémon Red/Blue/Yellow special edition 2ds. They got a ticket for one for gen 1, and a code for one for gen 6.
