What was the story with this place?

Did Guzzlord trash it, or is it just the only kind of Pokémon capable of thriving in Poké-India?

The world was rendered inhospitable after a new type of power plant fucked it up.
The people of the planet migrated to a new world, but left the Guzzlords behind due to their heavy resource consumption. A lone man who was young at the time of the disaster stayed behind to take care of the last of the Guzzlords, which are slowly dying out. You capture one that he has nicknamed "Mr. Glutton" to take home.
In short, it's a ruined world with the last indigenous species slowly going extinct.

All this info is readily accessible by just reading the dialogue with the NPC and on the objects in the environment, I'm not sure how people began to think Guzzlord ruined it.

Guzzlord didn't trash it. You are kinda right, it was the only pokemon that thrived in the post-nuclear apocalypse.
According to the only NPC there, humanity fled to other planets, thus meaning this is very far into the future, and also meaning the whole planet had become a nuclear wasteland, not just Hau'Oli.
Also, the NPC says that even the Guzzlord are becoming scarce, so shit has been abysmally bad for a good while
Oh, I guess >>36554853 summed it up pretty well already

Some of the dialogue implies that some humans still tried to live in that wasteland until evictions started happening
