Nah it's just a coincidence. The head writer even said on twitter that it was just a typical nerd character, Chris wasn't relevant when this was written(it was before the bluearms thing), Chris has never been a hard core Sonic Fan.

He knows nothing about Sonic. He's been interviewed multiple times by Sonic fans and half the time he can't even answer the Sonic based questions they ask him. He never talks about the games in any detail other than "I like it" or "it's good" Even his comic despite staring Sonic recolors has much more Pokemon stuff in it than Sonic and he's actually ret-coned Sonic stuff out of his comic multiple times.
