If you download the game on the Switch from the online store, the last two digits of the download recipt (or whatever) will represent a time frame when if you level up your Pokemon, it'll evolve at that time.
Ex: Recipt number: 230302050403023
1-10 = 12:00am to 12:59am
11-20 = 1:00am to 1:59am
21 - 30 = 2:00am to 2:59am
etc etc
So since the last two digits is 23, the Pokemon can only evolve between the hours of 2am to 2:59am every day.

I know it's fucking stupid, but can you put it past some shit Gamefreak would do?

Evolve when Pokemon is asleep or poisoned or burned or paralyzed or frozen etc.
Evolves after winning a battle on red health after a certain level
Even simply evolving when a certain Pokemon is in the party after a battle
Two Pokemon that only evolving after doing a double battle together against two other Pokemon, kinda like a pair like the opposite of seviper and zangoose

im stealing this from a thread yesterday, but a Poison Stone that has a chance of killing the Eevee which evolves it into a ghost type. Too dark for pokemon but neat
