So I just started this on my GBA SP for the first time and was expecting to be started in the water but after nearly an hour passed I've still yet to be thrown into water.

Was I being memed into believing that the game suffers from too much water or am I not there yet?

You were being memed indeed. If you really don't like water, you can spend less than 30 minutes surfing before getting to the Pokémon League if you actively avoid exploring the water routes and just get through them.

They are fun to explore though, and hide many secrets. As long as you have Max Repels it's a comfy time. At the end of the day the too much water meme isn't valid criticism.
