I definitely feel like Cynthia could make for a good one whether she became evil over time or it was to be revealed she was evil all along.

She's charismatic which is a plus for a villain but she's also relatively mysterious, giving off the impression that she knows a lot more about the secrets of the pokemon world than she lets on.
