I won't argue against you if you say the overall pattern got stale here, I'm only arguing in defense of the whole thing being interesting.
Can't agree with you on the whole region = "the world" thing, GSC already established that there's more to the world than just your region, that it doesn't totally mean everything, even if the game only focuses on a single region. Furthermore, Ghetsis and Lysandre were the only two looking for any kind of actual control and leadership in their respective games. Team Aqua and Magma were ecoterrorists looking to expand territory for Pokemon based on their own beliefs for which side benefitted Pokemon more. Cyrus only wanted to make a world without emotion and spirit, what he viewed to be the source of all strife, he didn't care about leading it. Hell, he didn't even care if he had anyone to lead, he seemed pretty content with the Distortion World. And, well, Lily's mom only wanted to please her lady boner for whatever she deemed beautiful in her warped mind.
Again, I won't argue that the overall story beats have gotten repetitive as shit. But under the surface there's more to it, at least. I don't blame you if you want to change it, but I would never call establishing it to begin with a mistake. Legendary Pokemon are the most interesting aspect of the single player Pokemon experience, IMO. Unless you're comparing it to Colosseum and GoD, anyways.
