Xerneas and Yveltal represent life and death as concepts themselves.
Ho-Oh is just a giant magical bird that has mystical powers, which happen to include bestowing life.
Lugia in turn is just a giant magical sea-bird (?) that's very destructive.
Neither are directly related to the concepts of life and death themselves, nor are they really related to eachother in any way.

Ho-oh and Lugia are legends in johto. Xerneas and Yveltal are legends in Kalos. Each region has its own lore/traditions/etc

Ho-Oh isn't the absolute god of life, it's just a Phoenix with myths surrounding it.
Lugia isn't the absolute god of death, it's just an elusive sea creature that's known for causing storms to mask its presence.
