Alolan Forms have never been seen in Kanto before, so they can be considered a "new element".

Japanese has a different grammatical structure to English though. Saying that he claims something based on translation is kinda faulty.

They always release a new Event around the time of their newest movie. However the GO Pokémon is already teased and will probably be available at launch.

This means they likely do have at least one other Pokémon to distribute to LGPE sometime next Spring/Summer. (Unless of course, it's just a Mew event for those who didn't buy the PokéBall)
