The LGPE reveal trailer said you'll meet the new mon in LGPE and can then send it to GO as a gift. We don't actually know if the new mon is usable in LGPE at all, or if "meeting" it is just a story event that unlocks a one-way transfer to GO. Regardless, the new mon is "for" GO so of course the people making the game have access to its model.
