It's a placeholder. No one could be stupid enough to ok this "design". It's just a ditto with a nut on top. It doesn't look like a pokemon it looks like just some random crap put together.

Why would it specifically be a nut instead of just a geometric shape? Why would it even be a brand new model instead of just copypasting a model like Bulbasaur, Pikachu, Ditto, Substitute, etc.?
