the gen 2 beta dex had a lot of cats in it. ball tigers, hoppip line, baby meowth, these guys, three new eons, and then on top of that they decided to make the legendary beasts less like their beta canine designs and more ambiguously feline, i'm not surprised they cut a bunch of the cats. the evo is super similar to umbreon so i guess they went with the more sure bet for popularity.
