If what you are implying were true, then games like ORAS would be considered gen 3, not 6, since it has the region of gen 3, the professor of gen 3, the starters of gen 3 and the dex is almost identical to that of gen 3.
What really defines a generation is what engine they use. ORAS uses the same engine as XY and thus it's gen 6. LGPEE uses a different engine to that of SM and USUM and thus it's gen 8. A generation basically refers to wether the games are built the same way or not.
