it's not his fault though, his abilities were displayed before the mega power creep. if ash's could mega evolve it probably would've bulldozed half of tobias's team before it fell

Not a chance.
Legends are on a completely different power level from ordinary Pokemon. Attacks from weak Pokemon just bounce off, you have to be sufficiently strong just to do damage.
Mega Evolution is just a shortcut to more power, but it doesn't substitute for experience. Brock showed this off when he destroyed Kiawe in Kiawe's Gym challenge.

Also, remember that Ash's Sceptile fought a Darkrai that defeated 3 other Pokemon before it. It was hardly an even match.

XY fag detected. Darkrai wen 8-0 against the Sinnoh Gyms and t 6-0 against every league challenger. It also killed Heracross with a NVE Dream Eater, and healed up any damage done by Megahorn. Sceptile beat it cleanly and is much stronger than Mega Sceptile or Ash-Greninja.

Kalos is a shitter's league that needed Mega Evolution as a crutch to even come close to the level of skill seen in Kanto-Sinnoh Leagues.

Perhaps it was BECAUSE Darkrai recovered the damage from Dream Eater that it was able to solo every gym. Sceptile got a critical hit on that Darkrai with a Leaf Blade. Anyway, it's apples and oranges here; we have no idea how Ash's Greninja or Sawyer's Sceptile would have fared against Darkrai.
