Psychic Gym Leader sits idly by while the Poison-dominate Team Rocket take over her city. Not to mention her original design basically makes her look like a Rocket Admin, and her older HG/SS design almost looks like a whole new character, shifting to a more mature and less villainous design.
Almost looks like she was in league with Team Rocket, just like Malva is with Team Flare, and drops her more threatening-looking persona once Rocket went under.
Blaine is dubious too, what with everything happening at Pokémon Mansion.
