Making a model with unique animations/shiny sprites is different to:
a glitched sprite
a sprite used somewhere else in the game
and unused sprites
all 3 require significantly less effort and were more a result of gen 1 being buggy as fuck
plus niantic itself doesn't make Pokemon models
