And yes it was. Actually I think masuda saw that they mostly pandered to japs and not to the west. He maybe thought that the west doesn´t give a fuck anymore and wanted to pander to teens mostly.
That´s why the protags are the first time 16, that´s why the game has mons that are throwback to gen 1, so people would be like, oh look that reminds me of xyz.
Also I think the reason why the whole game were new mons only, was because that was the first game based on a non japanese place. So you could see that on a different continent there are completly different pokemon.
But they kinda dropped the ball on some things, still turned from the "meh gen" to my most loved gen of all time.
