First of all, in the beat (which is what I'm sure you're trying to reference), Ditto evolved with Metal COAT. Metal POWDER is a hold item that already exists and is Ditto's light ball style item. More or less. And Metal Powder could never cause Ditto to evolve, because that isn't how evolution works. Game Freaks tries desperately to make sure it's impossible for any earlier generation Pokemon that evolves with the use of outside items or moves to not have access to those items or moves previously. They fucked up ONCE, but this concept is basically the reason Pokemon like Leafeon don't evolved with a leaf stone, because Eevee would've had access to that in previous generations.
Meaning: If this thing evolves from ditto (which it probably doesn't) it's not going to evolve through use of Metal Powder OR Metal Coat. It'll be something new.
