You need Electric type only for Water and Flying opponents, and those types can be covered by Grass and Ice moves respectively. If you feel a need for more Ice and Electric Pokemon you're free to catch Articuno and Zapdos that are basically E4-ready the moment you get them. Jolteon is also a good option, but mid-game he steals experience from more versatile Starmie.
