They're all pretty good. Infernape is definitely one of the better fire types in the region, whereas there is a variety of grass or water types.
That said, I prefer Empoleon just because that steel typing makes it a very reliable starter. And I like Torterra's design the most, too. It can be hard to decide...

I think I personally prefer empoleon design and typing-wise but the other 2 are very close. I also often pick my starter based on their speed so in that sense Infernape would probably be a safe bet.

I like them all but my favorite of the trio is Infernape. Infernape is probably the only fire type you'll see until Ponyta and Slugma. (Magmar is in Fuego Ironworks but that's pretty late game). It's also very fast and gets good moves (CC, Flare Blitz/Flame Wheel, Mach Punch, Fake Out).

Empoleon is pretty good defensively due to its typing. There's a lot of water types in Sinnoh though.

And torterra while it not may be the best, still hits hard.

Empoleon > Infernape > Torterra
Never used Torterra but heard it's based.
You can't go wrong with Empoleon or Infernape either. Empoleon may be my all time favorite starter

I'd go for Turtwig or Chimchar for ingame.
Turtwig gets really good and varied moves (Crunch, Giga Drain, Earthquake in mind), Chimchar's line becomes really good once it gets Close Combat.
As far as I remember, Piplup's movepool is straight garbage. For exemple, Torterra and Infernape learn Earthquake/Close Combat at level ~40 or less, meanwhile Empoleon gets Aqua-Jet and Whirpool around the same time. Also, you won't get any Steel type move besides Metal Claw from leveling. Don't be afraid to use your Flash Cannon TM on it if you choose Piplup.

Same, except if evolutions look of garbage
For exemple in Gen 5 Tepig is the best design among base forms but Emboar is ugly as sin so I go with Snivy
In Gen 7 all final forms look like shit so I take the best looking base form (Rowlet) and don't evolve it
