So would Freeze-Dry. Including Water, it's super effective against 6 types, so Arceus has a x8 weakness to it.

Better to think of Arceus having Protean instead of Multitype as an ability, that fits it just as well thematically.

I haven't used Soak but I think Water-types are immune to it, so because Arceus in this scenario is 1/18th Water-type, it won't affect it at all.

He's neutral to Ice, but in the Freeze Dry scenario he's x4 weak to it because SE goes to x10, while NVE goes to x6.
Against Thousand Arrows he has a x6 weakness. So any of these moves that bypass immunities or don't obey the normal type mechanics are instant death.

It hits Lapras Super Effectively, and I don't think it should if it were a simple inversion of Water's resistances.

Water types normally resist Ice moves. Freeze Dry changes this to be super effective against Water types. So Freeze Dry actually does quadruple damage against water types compared to something like Aurora Beam.
