Many pokemon rival, equal or exceed human intelligence, and a few have telepathy. It should be very easy to establish a line of communication for consent with up to half of all species.
If we are to believe that pokemon are sentient and have their own cultures (or even settlements), how can we call it bestiality? It becomes xenophilia at worst.
