You bring up a good point though. It should drop more the higher the opposing Pokémon's stat is compared to yours. That'd be more realistic because it'd be a much bigger hit to something more confident in itself to find itself intimidated.
Have it be something like a straight stat percentage drop in a hundred stat range around yours rather than a straight Attack stage decrease min maxing at 10 and 50%.
