It had some good usage last gen, I remember people topping the OU ladder with it even if it wasn't outright an OU mon. Maybe it'll get a Mega or regional variant or something, I don't mind, I can wait.
The only thing that does bother me is it has literally no Ground moves until high levels in every gen before Gen 7, where it actually got Magnitude 5 levels after evolving.

Donphan is worthless. While it's one of the few Rapid Spin users in the tier, this otherwise valuable trait is offset by the fact that it heavily competes with better entry hazard removers that can perform consistently against the tier's hazard setters, those being Mega Blastoise, Gligar, and Mandibuzz. In addition, outside of using Rapid Spin, Donphan does next to nothing other than find itself walled by RU's common defensive Pokemon, while not having the sustainability, speed or resistances to check anything sufficiently.

Well Magnitude was ironically introduced in Gen 2. Outside of that, there's Mud Slap from Falkner, but it's going to be weaker than non-STAB moves like Headbutt considering it's only 20 BP.

Accuracy-lowering moves have always been allowed. It's evasion which is banned.

It's actually pretty good with Assault Vest, and has priority moves which is pretty good. It just has the pitfall of a lot of pokemon where it's not actually bad it just falls short to other pokemon in most of it's niches.

First movie came out in Summer 1998. Development on Pokemon 2 started mid-1996, and reveals started coming up later during that year.
Donphan appears in Spaceworld demo from Fall 1997.
None of these facts indicate that Donphan was planned for Gen 1. I speculate it could be the case because there are some Missingno spots in the Gen 1 index list where it would fit pretty well, but it's just that - speculation. For all we know the strange elephant partially revealed in the Satoshi Tajiri manga could have been reimagined as Donphan later on.
Swinub and Sneasel? No way, they were barely in the Spaceworld demo (Swinub as Wolfman and Sneasel with a very different design)

The spaceworld demo largely shot that rumor down. Most of the Pokemon believed to be gen 1 holdovers didn't even exist in it.

Oh boy, it's another Ambipom episode.
I've still seen Donphan around 1700+ in USUM OU, one of them being used with Zoroark and Buzzwole, bizzare indeed.
It still has a decent attack that may allow it to run something that isn't the standard spin set, but still, Donphan is far from being shit, just a little obsolete these last gens.
But seriously don't fall for the Smogon memes, they get proven wrong each gen and the lower fanfic meta tier "leaders" usually abuse their powers in the forums and "viability rankings" (why these threads still exist) just to shit on specific mons and influence a drop of their usage so that they finally drop into the the tier fanfic meta they want to use them but can't because the mons don't belong there by usage.

You shouldn't be surprised, this mentality extends to VGC (it's official) and Yu-Gi-Oh! too. If you don't play Advanced, you're a contrarian shitbag who sucks too badly to keep up with the meta, or a sad nostalgiafag who runs a God Card deck.
OU sucks, but it, UU and Ubers are the only formats not dominated by excellent players who know what they're doing.

That's not really a niche. It's like saying Parasect has a niche as the only Bug-type Spore user, that's neat I guess but it doesn't fill any specific function (ie a niche) it's basically just trivia. In this case being a rock resistant spinner would be neat if it was effective as a spinner or could at least leverage that resistance to stick around a while in a match, but it does neither. It's not even alone in this since Claydol resists rocks and has Levitate for other hazards (Claydol sucks too though), some Defoggers such as Empoleon and Flygon resist rocks, and most importantly other hazard removers just beat SR setters to avoid taking hazard damage in the first place. There's a reason Moltres and even Articuno are considered better and more durable removers than Donphan despite taking eight times more SR damage.

That doesn't imply it at all, it's just how GSC interprets trash Missingno. data. In fact now we know what some of these Missingno. were, and only two of them were direct Gen 1 holdovers, not even in the final games but Spaceworld instead - those being Kotora and Raitora.

When is that not true for a mascot?

Pikachu is awful and forgettable in-game. Jigglypuff is a shitmon and I'm pretty sure most people did forget about her. She almost didn't make it into Smash Bros Brawl. Charizard was shitty for like, 5 generations straight until it got complete overhauls with two different megas. Zoroark debuted in the gen that added team preview, ruining its gimmick, and was mediocre beyond that.
The only ones that didn't end up like that were Lucario and Mewtwo.
That's probably why they mostly only advertise legends and starters nowadays. Starters are at a fine power level for in-game and Legendaries basically have to end up good thanks to their BSTs.

That's not even a good niche. Flygon, Claydol, Empoleon, Sandslash and Excadrill all resist Rock and are immune to Toxic Spikes, and the former two are immune to normal Spikes as well. Fucking Hitmontop is a Rock-resistant Spinner.
