Your main issue is overuse of dithering. see your shading, you do it constantly. some of it is fine but you overuse it way too much. youd much rather want some after regular shading as opposed to solely having it. you also need to learn how to "shape it" so to say. you rather have it in small "circle" like endings than straight hroizontal ones. hard to explain.
secondly you need to smooth out your lineart. you have some sudden ends when trying to create shapes making some heads and arms seem malformed. consider every line a curve as opposed to straight ones. so it should go something like 1 pixel 2 pixel 3 pixel instead of 1 pixel 2 pixel 1 pixel 3 pixel which i see in some of yours.
lastly your outlines are inconsistently black. there are some general rules for when the outline should be colored in pokemon. its really hard to understand but il try to put it in words.
its mostly used for the lighter side of the sprite. and in gsc sprites its usually the darker colour that is used. never have light colours like a light grey as outline for instance. You can also have 1 short colored pixel at the end of a black line to make it seem less overlapping.
youre doing good so far btw and im hoping your project kicks off! my best tip would be to try to study good gsc sprites and maybe replicate them
