When we get a brand new region, new starters, new dex, full new game, that's the start of a new region.
Once all those Pokemon are found that is usually the full dex. Then the "upper versions" come out with new things like forms (and now new Pokemon because screw those who want to just play a game once) but are still within the same gen due to the same region, starters, etc.
And then on the tail end of a generation we get Pokemon like this that are the bridge between the new gen coming out and the previous one. But when the new games come out, it is shown to belong to that gen.
There, it's basically a bridge Pokemon. It introduces gen 8 and will be part of the dex for full gen 8 game.
