Actually it was in gen 4 with the statue of Dialga and Palkia. They're going to make that a real fusion in the Diamond/Pearl remakes in gen 8.

I never viewed it as a fusion. In DP, it looks like it was designed to resemble (in crude sprite form) either Dialga or Palkia depending on how you looked at it. The manga interpretation is just that -- and interpretation drawn as literally as he artist could make.

Id say it would be in the same vein as ditto where it can transform itself into any pokemon however its gimmick could be that it replaces the targets secondary typing with steel. So if nutto were to transform into say a swampert rather than water/ground it would be water steel. Or if the target has only one type it adds steel to its typing
