Firstly, this isn't a proof at all. This single image does not present enough information to support OP's categorization. The slide shows each sets of games that introduced each generation. Including every single main game on the image would create unnecessary clutter. I *guess* whoever made this presentation wanted to show the evolution of the series.
Secondly, developers are not always right. If Masuda says that VGC is balanced it doesn't mean it's true. "Core series" has had the clear definition for years in Pokemon community. "Spin-off" has had the clear definition for years outside of Pokemon community. GameFreak can't change that.
