The money you get from battling and winning gyms can be used to improve your town.
The game starts with your rival. A rich kid who starts with a level 15 pokemon and a level 10 shitmon as backup. Against your starter. The point is you lose, and you feel hate for your rival.
His father is the mayor of a close town, whenever you build something, he had something better. You built a pokemon center? His pokemon center has 2 floors and a bar.
You built a pokemart?
He built a multi story convenience store.
As you go through the game and upgrade your town you find that the rivals dad is working with the big bad team, which are rocket erra gangsters. There goal is money and power. The rival will eventually join up with them and become an admin.
The better your town, the better the enemies become.
And at the end of the game when you beat the big bads, you turn his town into the new slums. And you have the option. To help him rebuild it. Or let him wallow in it.
