For anything less than a cover legend, I think you can win their respect, but that doesn't mean you control them. They would be so powerful that I don't think it's possible to get them to submit, they are too willful. For stuff in the realm of Lugia and Ho-oh, you would have to be the best of the best to even stand a chance, still, it will just be respect, not control. Anything more than that, they are a force of nature and anything you can do is meaningless to them. You can't control them at all.
